Celena Spain-Frank, SisTers PHL Program Director

Bishop Celena Spain-Frank is a Philadelphia native and a trailblazing leader in both faith-based and LGBTQIA+ advocacy spaces. She made history as the first African-American transgender individual to be consecrated as a Bishop in the Episcopal-Apostolic Church, paving the way for greater inclusion and acceptance across communities. Bishop Spain-Frank brings decades of experience in ministry and community care. She is the founder of the SEED Ministry, dedicated to uplifting individuals in Christ through education, encouragement, and empowerment. Her academic achievements include a Bachelor’s degree in Theology, certifications in pastoral counseling and domestic violence intervention, and multiple certificates from Bible Broadcasting Network, Agape Bible Studies, and World Bible School. She also serves as Assistant Pastor at Whosoever Metropolitan Community Church of Philadelphia. Bishop Spain-Frank’s journey with Sisters PGH began as a board member, where she served for two years. Demonstrating her commitment to the organization’s mission and values, she transitioned into the role of HR Director of Sisters PGH, ensuring supportive and inclusive policies for staff and community members. Now, stepping into her leadership role as the Programs Director of Sisters PHL, Bishop Spain-Frank continues to be a dynamic force for trans and nonbinary liberation. As Programs Director of Sisters PHL, Bishop Spain-Frank will oversee the development, implementation, and sustainability of programs serving Philadelphia’s trans community, particularly Black and Brown trans individuals. Her leadership will include expanding emergency drop-in services, rent and utility support, transportation support, and access to food and essential resources. Through trauma-informed care and collaborative partnerships, she will ensure Sisters PHL serves as a safe, affirming, and holistic space for all. Bishop Spain-Frank’s path within Sisters PGH—beginning as a board member, transitioning to HR Director, and now leading as Programs Director—reflects the organization’s commitment to fostering internal growth and uplifting leaders from within. Her story is a powerful testament to the value of investing in community members and building pathways for leadership and sustainability. With her unique blend of faith, advocacy, and operational leadership, Bishop Celena Spain-Frank continues to inspire, empower, and drive meaningful change for trans communities in Philadelphia and beyond.
